CARB Certification (carbcertification.com) is operated by Cobalt Axis LLC, an independent, private filing service. We are not the California Air Resources Board (CARB), the DMV, or any government agency, and we do not issue compliance certificates. You may file directly with CARB in CTC-VIS and pay only the state fee. Emissions testing is performed by CARB-credentialed testers and billed separately.
